Round metal tubing, usually 1.5 or 2 inches across, bolted onto brackets that run along the front of a bar a few inches off the floor: that is a foot rail, and it exists to do one job. It sits below the bar's overhang, out of the way of the stools, and gives a standing guest a place to hook a heel or rest an instep.
